Excel Conditional Formatting Corrections Needed

The workbook is working fine calculation-wise, but its data formatting is messy and hard to read. I want you to go through the file and rebuild the conditional formatting from scratch so every table instantly tells the right story.

Here is exactly what I need done:
• Highlight Cell Rules – flag outliers, blanks, duplicates and any values that breach set thresholds I will specify.
• Top/Bottom Rules – instantly show the highest and lowest performers in each numeric column.
• Data Bars / Color Scales – visual gradients that track trends and make ranges obvious at a glance.

Please strip out any conflicting legacy rules first, keep the theme consistent, and be sure the new rules apply dynamically as the data updates. When you finish, send back the cleaned-up workbook plus a short note (or worksheet tab) summarising where each rule is applied so I can maintain it later.
