Convert Illustration to Detailed SVG

I have a single illustration of a cowboy riding a bucking horse, both skeletal, that I need redrawn as a clean, scalable SVG. As I'll be using this for a Vectric Inlay, the priority is capturing the skeletal detail of the horse as well as the cowboy, keeping the file tidy and well-layered so I can edit colors or tweak line weights later.

The background can be omitted; the character details are what matter. Because the original is only moderately detailed, I expect sensible use of paths and groups rather than thousands of unnecessary anchor points. Please deliver:

• One SVG that matches the original illustration’s look and proportions exactly, with closed vectors that I can use in a Vectric inlay.
• Layer names that clearly separate outlines, fills, and any shading or highlight elements
• A version history or brief note if you need to adjust colours for better on-screen accuracy
