Android App Development Needed

I need a simple Android app for a paid market analysis service. The admin writes and publishes articles daily on Indian markets (Nifty 50, Sensex) and crypto. Users pay a monthly subscription to read them. It is essentially a paid news app.
Budget: ₹30,000 fixed
Timeline: 4 to 5 weeks
Platform: Android only (Flutter)
Features (only these, nothing extra)
Login with mobile number OTP
Home screen with latest articles
Tabs: Home, Crypto, Sensex, Nifty 50. These are only article categories, no live data for Nifty/Sensex.
Live crypto price only (BTC, ETH and a few top coins) on the Crypto tab, using Binance/CoinGecko free API directly in the app, no server needed
Article list and article page with Hindi and English support
Plans: Basic ₹499/month and Pro ₹999/month, with a 7-day trial
UPI payment (GPay/PhonePe/Paytm) with automatic verification, and access locks when the plan expires
Push notification when a new article is published
Simple referral code (tracks which referrer brought which paid user)
Admin panel (web) where I can write, edit, delete and publish articles with images and category, and view users, payments and referrals
Important: no recurring running cost
Use only free tiers (Firebase or Supabase), no paid server or paid API.
Target monthly running cost: ₹0 to ₹500 at the start.

Deliverables: Full source code, admin panel, Play Store-ready build, setup guide, 30 days of free bug fixing. All accounts (Play Store, Firebase, domain) will be in my name.
