24/7 US Visa Slot Monitor

I need a web-based application that watches www.usvisascheduling.com around the clock through a residential proxy and immediately alerts me when fresh appointment dates appear. The system must track several visa categories in parallel, scrape the available dates in real time, and write every result to a rolling CSV log so I can run later analysis.

Inside the admin panel (protected by a straightforward username-and-password login) I want to:
• choose the exact date and time window I care about,
• set the polling to fire at randomised intervals to stay under anti-bot radar, and
• define a custom delay before the tool forwards notifications to my Telegram channel.

While the app is running it should both pop a loud on-screen alarm and dispatch the Telegram message the moment an open slot is detected.

Acceptance criteria
1. Web dashboard loads in any modern browser and shows live status of each monitored visa category.
2. All scrape events are logged to a timestamped CSV file stored server-side and downloadable from the dashboard.
3. Admin can add, edit, pause, or delete visa categories without restarting the service.
4. Alarm sound and Telegram push both trigger reliably within the user-defined delay.
5. Traffic is routed exclusively through the configured residential proxy; if the proxy fails the app stops polling and records the error.

Suggested stack (open to alternatives): Python + Playwright/Selenium for scraping, Django/Flask for the UI, Celery or native async tasks for randomised scheduling, Telegram Bot API for messaging, Docker for deployment.
