WTR-Lab Telegram Bot

I need a straightforward Telegram bot that accepts a WTR-Lab novel or chapter URL, fetches any publicly accessible or authorised content, converts it to a clean TXT file, and drops that file straight back into the chat while showing a simple progress notice along the way.

The bot must run happily in both Termux on Android as well as on a typical Linux VPS, so please package your code and instructions with that dual-environment in mind. I would like the full, well-commented source code plus a step-by-step setup guide that covers dependencies, environment variables, Telegram BotFather token creation, and a sample systemd service for the VPS.

I will only ever send the link in standard URL format, so no need to handle other input types.

If you can achieve all of the above inside my stated budget, send me a concise yet detailed project proposal explaining your approach, the libraries you intend to use (Python-aiogram, Pyrogram, Telethon, or similar), and any external scraping techniques required for WTR-Lab pages.
