I keep running into the same wall inside Google Play Console. Every time I upload our W-9 as a PDF, the system replies: “We couldn’t verify your tax information with the document(s) you submitted. Make sure the information on your documents exactly matches the information on your tax form, and try again.”

The form itself is clean—generated from the IRS site, signed, and the legal name, EIN, and address match what I’ve entered in the console.
