Informational Business Website Design Needed

I’m launching a new business website whose primary purpose is to provide clear, well-structured information to visitors. I need a modern, responsive build that I can maintain easily, so WordPress is my preferred base, though clean HTML, CSS and JavaScript are equally welcome if you can still offer simple content management.

The site must include these essential pages: Home, Blog, Privacy Policy and Terms of Service. I’m open to weaving in an About or Contact section if it improves the flow, but the four listed pages are non-negotiable.

Deliverables
• Custom WordPress theme or equivalent static build that matches the approved design
• Fully responsive layouts, tested across major browsers and devices
• Fast-loading code and basic on-page SEO (semantic markup, meta tags, image optimisation)
• Short hand-off video or written guide showing how I can update content

Acceptance criteria
• Layout stays intact from 320 px to 1920 px widths
• Google PageSpeed Insight score of 90+ on mobile
• No JavaScript console errors in current Chrome, Firefox and Safari
