Enhance & Optimize Multilingual Website

fix my website which was build with php,html.
following are these points need to be covered while fixing it.
1. Fully Responsive website there are 7 pages with 2 different languages(French, English ) in which 3 pages have same design only text is different
2. It should have A score as per Gmetrix :gtmetrix.com in every parameter
3. Addons: Facebook pixel, Google Tag Manager, GDPR Cookie (plugin ex: Soft Popup in left corner), Yoast SEO (similar to), chatbot,Google Analytics, Aggregate rating schema, Cookies (https://www.cookiebot.com/), reCaptcha.
4. price calculator Page (Project Price Calculator)
5. Popup for laguage change and get a devis
6. Important website should be only visible in allowed countries
7. Website need to be developed online so that I can track development
8. Mouse effect only for home page
