Editable PDF-to-Word Conversion

I need a clean, fully editable Word version of an existing PDF that mixes narrative text with several data tables. The goal is not a quick copy-paste but a faithful rebuild: every paragraph must be preserved for easy text editing, and each table needs to be recreated in Word so it reads clearly and prints neatly. Feel free to optimise column widths, header alignment, borders, and shading to improve readability while keeping all content intact.

Please keep fonts and overall styling close to the original where practical, but prioritise consistency and legibility in Word (Office 2016 or newer). No tables should arrive as images or flattened objects; they must be native Word tables ready for future changes.
