Bilingual 7-Page Animated Website Build

I need a full website designed and developed in both Arabic and English, spread across seven pages. Each page must feel lively and engaging, so I want tasteful loading animations, smooth scroll-triggered effects, and subtle hover states that guide visitors without overwhelming them.

At minimum the site will include a Home page, an About Us page, plus five additional sections that we can finalize together once we map the user journey. Content will be provided in both languages; you’ll handle layout, responsive styling, and the language toggle so the two versions stay perfectly in sync.

The project is for a high-end professional conference in the GCC region under the patronage of HRH King of Bahrain. It must adhere to strict branding guidelines (to be shared later) and match the quality of this reference site: https://www.miite.ae/en. The design should incorporate a wave theme as discussed.

I’m aiming for clean, modern visuals and fast performance, so please be comfortable with lightweight animation libraries (GSAP, Lottie or similar), semantic HTML5, CSS3/SCSS, and best-practice JavaScript. If you prefer a framework such as Next.js or Vue/Nuxt for easy routing and bilingual support, let me know—open to recommendations as long as the final build is stable and easy for my team to update.

Deliverables:
• Fully responsive, cross-browser tested website with seven pages in two languages

The project needs to be completed within 4-5 days with something functional up and running by then.
