ASP.NET Core / Razor Pages Developer — Workshop Management System (Portugal)

I need a developer to build a GREENFIELD workshop management app from scratch for a small Portuguese automotive repair workshop. No existing codebase.

DO NOT start development before selection. I want a fixed-price bid, delivery time, architecture, QA approach, and only MATERIAL ambiguities affecting price/implementation. I am not sharing a target budget because I want realistic bids.

CORE GOAL
Daily operational software for:
- Clients / Vehicles
- Quotes
- Work Orders / Repairs
- Catalogue / Stock
- Vehicle history
- Global search
- Dashboard
- Administration / backups

Priorities: fast, compact, reliable, strong data integrity, few clicks, practical desktop/tablet UI. All user-facing text must be European Portuguese (pt-PT).

TECH
Preferred: C#, ASP.NET Core, Razor Pages, EF Core, migrations, relational DB.
PostgreSQL or SQL Server if justified.
Keep architecture clean but proportional:
Razor Pages → Input/View Models → Service/Business Layer → EF Core/DbContext.
Avoid unnecessary Repository/MediatR/CQRS/enterprise complexity.
App should be suitable for DigitalOcean App Platform later.

NAVIGATION
Sections: Dashboard; Clients + Vehicles; Work Orders / Repairs; Quotes; Catalogue / Stock; Archive; Administration.
Also include GLOBAL SEARCH across client name, phone, NIF, plate, VIN, work orders, quotes and catalogue.

CLIENTS
Required: Name, Contact/phone.
Optional: Address, NIF, Notes.
One client can have multiple vehicles.
Need create/view/edit, archive/reactivate, search/filter, client vehicles and aggregated history.
Archive rather than delete where appropriate; history must remain intact.

VEHICLES
Each vehicle belongs to a client.
Required: license plate.
Optional/useful: brand, model, VIN, mileage, inspection date, colour, notes.
Need create/edit, archive/reactivate, assign to client, transfer/reassign without destroying history, search by plate/VIN/client, full history.
Normalize plates so 12-AB-34 / 12 AB 34 / 12AB34 behave consistently. Handle VIN duplicates safely.

VEHICLE HISTORY
Show chronologically:
- Work orders/repairs
- Quotes
- Parts/materials
- Labour/work
- Notes
- Mileage
- Dates
- Current/open work
History must survive archive and ownership transfer.

CORE WORKSHOP FLOW
Vehicle arrives → find/create Client → find/create Vehicle → create Work Order/reception.

A) QUOTE FIRST
Reception → quote → customer accepts/rejects.
If accepted: “Continue / Start repair” and reuse approved quote without retyping.

B) DIRECT REPAIR
Customer already authorises work → start repair directly without requiring a quote.

WORK ORDERS / REPAIRS
Support:
- Client/Vehicle
- Date
- Mileage at reception
- Customer problem/request
- Internal notes
- Work to perform
- Parts/materials
- Labour/hours
- Status
- Related quote where applicable

During repair:
- Add catalogue/manual items
- Add labour/work and notes
- Change quantities/prices where allowed
- Save progress and return later without data loss

Suggested lifecycle: Received, Diagnosis, Waiting for approval, Waiting for parts, In repair, Ready, Delivered. Natural pt-PT wording may be refined.

QUOTES
Fields: Client/Vehicle/plate, date, quote number/reference, items/parts, quantities, unit prices, labour, VAT where applicable, discounts where applicable, total, notes.
Statuses: Draft/Pending, Approved, Rejected.

Need:
- Create/edit/duplicate
- Save draft
- Add catalogue/manual items
- Approve/reject
- Convert approved quote into repair/work order
- View from client/vehicle history
Approved quote must not be retyped.

QUOTE PDF
Generate professional PDF for print/save/send, with workshop logo/branding and appropriate business/client/vehicle/item data.
This is NOT certified invoicing software.

CATALOGUE
Reusable catalogue to avoid retyping.
Fields may include: Reference/SKU, Name, Description, Brand, Category, Unit, VAT rate, Cost price, Selling/default price, Stock quantity, Minimum stock, Storage/location, Active/archived.

Need:
- Create/edit/archive/reactivate
- Search/filter/categories
- Pagination where needed
- Duplicate item
- Quickly insert into quote/work order
- Ideally “Save to catalogue” from a manual quote item
Default catalogue price must remain editable per quote without changing the default.

STOCK / INVENTORY
Movement-based stock, not just editing a quantity.
Examples: + Purchase/entry, - Work Order consumption, +/- Manual adjustment.

Preserve movement history with date, quantity, reason/type and related Work Order where applicable.
Need current quantity, minimum quantity and low-stock warning when current
