I need an experienced WordPress/WooCommerce Developer to convert my existing WooCommerce Cash-on-Delivery (COD) store into a turnkey, resellable, fully customizable, and licensed WordPress Theme + Plugin Package.

Detailed Scope & Core Requirements
1. Visual Design & "WOW Effect" (Mobile-First & High-Converting)
Ultra-modern, responsive, high-converting visual design with a true "WOW Effect".

Zero Layout Shift (CLS) with ultra-fast loading speed for North African mobile connections.

Localized Typography: Fonts must be self-hosted inside the theme package (no external dependencies).

2. 100% WP Admin Customization (Zero-Code Customization)
Complete visual control directly from WP Admin: modify colors, swatches, primary/accent themes, border-radius, fonts, hero banners, and badging with simple toggles.

Full control over the COD checkout fields (drag-and-drop order, show/hide fields, required vs optional).

3. Dynamic Multi-Country COD & Regional Location Matrix
Flexible support for North African COD markets (Algeria, Morocco, Tunisia, etc.).

Dynamic Terminology & Dropdowns:

If Algeria is selected ➔ Displays Wilaya ➔ Commune dropdown sequence.

If Morocco or Tunisia is selected ➔ Dynamically changes terminology to Region/Province ➔ City/Zone with their respective local area databases.

Strict Workflow Sequence (Must Agree Before Applying)
Step 1 — Design/Mockup Approval: You present the visual layouts and mobile COD checkout experience for sign-off. ZERO PHP/Backend code is to be written until design is approved.
