I need a small background utility for Windows that silently watches a single local Excel workbook and, the moment the user hits Save, pushes the entire workbook content to a Microsoft Azure SQL Database. The workbook is always the source of truth, so every save should overwrite whatever is in the corresponding tables online.

The app must sit in the system tray, start with Windows, consume minimal memory, and require no extra clicks from the user. If the internet connection or Azure endpoint is unavailable when a save occurs, the tool should queue the change set locally and retry automatically until it succeeds—no prompts, no data loss.

A tidy codebase matters because I intend to maintain it myself later, so please structure the project cleanly and include comments that explain the sync logic, Azure authentication, and retry mechanism. Using C# with the Microsoft Graph / Office Interop or Open XML SDK is fine, but I am open to another lightweight approach if it meets the same reliability standards.

Deliverables
• Installer or self-contained executable
• Well-documented source code
• Setup/read-me covering any required Azure configuration
• Brief test report confirming a save-to-cloud round-trip, offline queuing, and automatic retry work as specified

I’m ready to move quickly once I see a clear plan and timeline.
