Windows Command Line - X Post EXE

I need a small Windows-10 command-line utility that lets me publish a plain-text tweet, an image, or both to X (Twitter) from my desktop without opening a browser.

How it should work

• At launch the program reads a local text file named Xconfig.txt. This file always contains five lines in the exact order below:
API Key:
API Key Secret:
Bearer Token:
Access Token:
Access Token Secret:

• From the CMD Line I invoke it like this:
POST2X.EXE -file MESSAGE.TXT -image picture1.jpg
POST2X.EXE -file MESSAGE.TXT
POST2X.EXE -image picture2.png

• MESSAGE.TXT is plain text only.
• Images can be .jpg or .png.
• If either switch is omitted the program simply ignores that content type and posts what it was given.
• Any API or network error should create / overwrite Xerror.txt with the exact error returned by the X API.

Deliverables
1. POST2X.EXE compiled for Windows 10 (64-bit).
2. Source code (any mainstream language is fine)
3. A short README explaining where to place Xconfig.txt and showing the sample commands above.

Acceptance
Running the three sample commands must post successfully to my timeline, and deleting either switch must not crash the app. Xerror.txt must appear when I deliberately break the credentials.

This is strictly for my personal use, so please keep proposals within a modest budget. I look forward to working with someone who can turn this around quickly.
