Windows Animated Character Lip-Sync Tool

I need a desktop application that runs natively on Windows and converts recorded audio into accurate mouth-shape animation data for 2D or 3D characters from anime and games like ciri and yennifer. The focus is purely post-processing: the tool should take a finished audio clip and image and alter a video with the voice and lip snych.
i know this is time and if a different way is easier, suggest it, i like a audio recording not a script, or both.please be honest with time and cost.
