Vittashastra - AI based procurement advisor

Vittashastra is an enterprise-grade, offline-first, air-gapped Conversational AI and Document Intelligence system.

Its primary mission is to eliminate compliance bottlenecks by providing rapid, verifiable answers to complex procurement rules and financial delegation thresholds, notably:

GFR 2017 (General Financial Rules 2017 – e.g., Rule 149 GeM procurement, Rule 154 purchase without quotation, Rule 155 Local Purchase Committee, tender limits, bid security/EMD).
DFPDS 2021/2026 (Delegation of Financial Powers to Defence Services – financial powers for Brigadiers, Major Generals, Vice Chiefs, Commandants, and Integrated Financial Advisor [IFA] concurrence limits).

It is basically a RAG based model to answer questions. Detailed tech data and working is given in attached document.

The project is working absolutely fine. Test and fix all the modules. It is not working as expected like a notebookLM or chatgpt etc. many hallucination responses it is giving. RAG is not able to fetch exact para or rules which is expected in each response. so training also needs bit more detailing.
