Telegram API Specialist for Member Migration

### Telegram Member Extraction & Migration

I am a member of a Telegram channel with 30,000+ members. The channel appears to have around 3,000 active users who regularly generate views and engagement.

I am looking for an experienced Telegram API/MTProto developer to investigate whether it is technically possible to:

* Extract or enumerate the channel's member/user list, despite the member list not being visible to regular members;
* Identify active or engaged users where technically possible;
* Collect available public user information such as Telegram user IDs, usernames, etc.;
* Determine what information can be accessed through Telegram's API when using an account that is a member but not an administrator;
* Explore options for transferring, inviting, or attracting these users to another Telegram channel that I own;
* Develop a working solution or proof of concept if technically feasible.

I understand that Telegram has limitations depending on the type of channel, permissions, privacy settings, and API access. I am mainly looking for someone who has deep experience with Telegram API/MTProto and can determine what is actually possible rather than simply relying on the standard Telegram interface.

Please explain what can be achieved, what data can be obtained, and what the most effective technical approach would be.
