reate a subtle seamless idle animation for this exact image. Keep the original artwork, composition, perspective, colors, and character placement unchanged. The animation should make the courtroom feel alive while still looking like a mostly still hand-drawn game background.

The camera must remain completely stationary. Do not zoom, pan, rotate, or change the perspective. Do not move the throne or any architecture.

Add subtle environmental movement throughout the scene:
