I need a local engineer to assess soil conditions and foundation stability for a small residential project in Truckee (around zip code 96161 at approximately 5860 feet elevation).

Requirements:
- Assess soil bearing capacity.
- Evaluate existing 12x8 structure supported by 7 cemented beams, 30 inches above grade, including footings, depth, fasteners, and beam stability; confirm adequacy or provide recommendations for remediation.
- Determine if relocated soil (1.5ft of uphill matter) has sufficiently settled over 1-2 years.
- Provide consultation and cost estimate for building a retaining wall to stabilize the structure and potentially address foundation concerns.

Additional Preference:
- Local expertise within roughly a 90-mile radius of Truckee for familiarity with the area’s soil, weather conditions, and building regulations.

Ideal skills and experience:
- Civil or structural engineering background.
- Experience with soil assessment, foundation design, and retaining walls.
- Knowledge of local building codes and regulations specific to Truckee.

Area: Approximately 96 sqft. The structure is on a downslope (10–15-degree angle). Some soil was moved to level the area approximately two years ago but has not been compacted. This needs evaluation along with retaining wall planning.
