Shared Microsoft 365 Contacts

I need a single, cloud-based contact list inside Microsoft 365 that every user—whether they’re on a Standard or Basic licence—can open from the web version of Outlook (People) or Teams without installing any desktop apps.

The list must contain each contact’s name, email, phone number and address, display alphabetically by name, and be immediately visible to everyone across the organisation. one place, full read access for all, with editing limited to a small admin group you help me define.
