Scanned Images PDF Compilation

I have a folder of scanned document images that need to be turned into a clean, well-structured PDF. Each image should become its own page inside that single file. While you do so, I also want the finished PDF to be easy to navigate:

• A clickable table of contents that points to every page
• Bookmarks mirroring the same structure
• Simple text annotations beneath or beside each image so readers can quickly understand what they are looking at

You may use any reliable toolset—Adobe Acrobat, Ghostscript, Python-PDF libraries, or similar—as long as the output is crisp, page order is preserved, and all navigation elements work in common PDF readers.

Before we wrap up, please send me a quick sample (two or three pages) so we can confirm layout, font style for the annotations, and the way the bookmarks expand. Once approved, you can proceed with the full batch and deliver the final, ready-to-share PDF.
