I need a lightweight Windows utility that lets my admin team keep our Excel Masterlist in sync with newly issued Service Authorization PDFs. The process on their side must be as simple as:

• browse for the current Masterlist,
• point to the folder holding all incoming SA PDFs,
• pick the target month-year plus the Procedure Code (and Modifier if there is one),
• hit a single “Run Update” button.

From there the program should read every PDF— the layout is always identical— extract the ICD-10 diagnosis code and other SA details, locate the matching client row in the Masterlist, and update the appropriate columns. When the run finishes, prompt the user for a save location and write out the refreshed workbook (keeping the original file intact unless they deliberately overwrite it).

Key expectations
• Stand-alone desktop executable; no complex installs, no command line.
• Robust PDF parsing so a bad or missing file doesn’t crash the whole batch.
• Clear on-screen progress and a concise summary when done (records found, updated, skipped).
• Clean, commented source code so our IT lead can maintain it later and adjust column mappings if formats evolve.
• A short user guide for non-technical staff.

If you’re comfortable building this in Python (Tkinter + pandas + PyPDF2) or a .NET framework, great—just keep external dependencies minimal and bundled. Let me know your approach, estimated timeline, and any clarifying questions.
