I’m building a secure, web-based platform to handle the entire public-sector tender cycle. The core of the application will let registered bidders upload proposals, track their status in real time, and receive automated email or in-app notifications at every milestone. An integrated evaluation module has to collect bids in a structured format, score them against predefined criteria, and generate comparison reports that can be exported to PDF or Excel for audit purposes.
For this first phase I only need the bidder role exposed; internal admin and evaluator dashboards will be added later, so code structure must keep those roles in mind even if the screens stay hidden for now. Clean, role-based authentication (OAuth or JWT) and an activity log are mandatory, as the system must pass a standard public-sector compliance review.
Deliverables
• Responsive front-end (React, Angular, or similar) connected to a RESTful or GraphQL API
• Back-end in PHP/Laravel, Node, or Python/Django—whichever you work fastest in, provided it’s well-documented
• Database schema (PostgreSQL or MySQL) with migration scripts
• Unit tests covering bid submission, evaluation scoring, and notification triggers
• Deployment scripts for a Linux server (Docker preferable)
• Brief user guide for bidders and annotated source code
Acceptance Criteria
1. A registered bidder can submit, edit, withdraw, and resubmit a bid until the closing timestamp.
2. Once closed, bids become read-only to bidders and available to the evaluation module.
3. Notifications fire on registration, submission, status change, and award announcement.
4. Evaluation scores export correctly and totals match manual calculations.
5. All external dependencies are listed and the project runs with a single docker-compose up.
If you’ve built similar procurement tools or have familiarity with ISO-aligned security practices, your experience will make onboarding faster, so please mention it in your proposal.
