PDF Tables to Excel

I have a multi-page PDF that holds several tables, but the layout shifts from section to section. Your task is to pull every row of data out of that file and place it in one tidy Excel workbook. I don’t need the layout to mirror the PDF; instead, give me a clear, simplified spreadsheet that still contains every data point.
Here is what I expect:
• A single .xlsx file with logical column headers that work across all sections
• All tables captured, even when the PDF changes structure or uses merged cells
• Clean numeric and text fields—no hidden line breaks, mis-aligned columns, or OCR artefacts
You may use whichever tools suit you best—Python (tabula-py, camelot), Power Query, or Adobe Acrobat—as long as the final sheet is accurate and easy to filter or pivot. I’ll verify completeness by spot-checking totals and record counts against the source PDF, so precision matters.
Once the workbook passes that check, the job is done.
