Meeting Room Booking Website (PHP + MySQL, English & Serbian)

I need a simple meeting room booking website for a company. Employees should see which rooms are free, book a room in a few clicks, and add the meeting to their calendar. A working prototype already exists (screenshots + full requirements PDF attached). Your job is to polish it, finish it and install it on my hosting.

TECH
- Plain PHP 8 + MySQL (no framework required), runs on normal cPanel hosting
- No Google API, no paid services
- Mobile friendly, modern "office app" design, English + Serbian

PUBLIC SITE
1. Homepage: live room status (free / busy / closed), room photos, quick search (room, date, people)
2. Booking form: choose room -> date -> free start time -> length, then title, agenda, name, email, number of people
3. Rules: no double booking (back-to-back allowed), room capacity limit, working hours, holidays, booking window
4. Confirmation page + email with booking details and reference number
5. "Add to Google Calendar" button (link only, no API) and Outlook / Apple Calendar (.ics) download
6. Change or cancel: the link in the email lets the person move the booking to another free time or cancel it (until the meeting starts). Email sent to the person and to the office.
7. Schedule page: all rooms and meetings for any day
8. Language switch EN / SR (Serbian Latin), including emails and dates

ADMIN PANEL
1. Login with username + password (required on the live site)
2. Bookings list with filters and search, plus a month calendar view
3. Add, edit, cancel and restore bookings
4. Export bookings to Excel (CSV)
5. Rooms: add / edit / hide, capacity, equipment, photo upload
6. Settings: working hours per day, holidays, time step, shortest/longest meeting, how far ahead people can book, optional embedded Google Calendar for company events

SECURITY
CSRF protection, spam protection, safe photo upload, protection against two people booking the same slot at the same moment, passwords hashed.

DELIVERABLES
- Full source code + MySQL database setup
- Installed and working on my hosting, with real email sending
- Short README (how to install, change settings, add rooms)
- 14 days of free bug fixes after delivery

MILESTONES
1. 30% - Booking flow, rules and admin working on a test link
2. 40% - Emails, change/cancel, calendar files, export, both languages
3. 30% - Installed on my hosting, tested on phone and desktop, handed over
