RECORD MANAGEMENT DATABASES

Overview
The objective is to develop and implement the following four centralised management databases to
consolidate relevant records, improve information accessibility and strengthen the monitoring and
management of key regulatory and operational areas.
1. STCW Endorsement Management (Page 1)
2. Vessel Deficiency Management (Page 2)
3. Instruments Implementation Management (Page 3)
4. Seafarer’s Certification Management (Page 4)
The databases are therefore intended to provide a more structured, consistent and systematic approach to
recording, tracking and monitoring relevant information. In particularly, they are to enhance operational
efficiency and strengthen regulatory compliance oversight by facilitating timely identification of issues,
effective follow-up to matters, monitoring of outstanding matters and tracking actions taken. Ultimately,
the initiative seeks to promote greater accountability and support more effective decision making through
the adoption of modernised practical management systems that facilitate day to day operational activities
while providing improved strategic oversight.
The proposed data fields for each database are outlined below. Samples of the databases generated using
AI tools are also attached for reference and to provide an indication of the proposed structure and
functionality.
