Project: Multi‑Year Service Review Program (Local Government – NSW IP&R Framework)
Status: RFQ stage — work will begin only if our proposal is successful

Project Context
We are currently responding to a formal Request for Quotation (RFQ) issued by a local government Client in New South Wales, Australia. The RFQ is for a multi‑year Service Review Program aligned with the NSW Integrated Planning & Reporting (IP&R) framework.
We are seeking a freelancer who can support us with proposal refinement now, and who can begin delivery work immediately in early October if our bid is successful.
This is a conditional engagement — the project will commence only if the Client awards us the contract.
We are looking for a freelancer who can commit to the entire engagement and provide a single fixed price for the full scope.
Engagement Scope (If Awarded)
The Service Review Program runs from October 2026 to June 2030 and includes:
Year 1 (Heavy Workload – One Pilot Review + Framework Build)
You will support:
High‑level assessment of all Client services
Development of a Service Review Framework
Creation of templates, tools, and methodology
Legislative compliance mapping
Benchmarking against peer councils
Gap analysis across eight domains
Prioritisation model and three‑year review schedule
Full pilot service review (current state → draft → final → implementation plan)
Councillor workshop and capability uplift
Year 1 is the largest and most intensive phase.
Years 2–4 (Lighter Workload – Up to 3 Reviews Per Year)
Each year includes:
Rapid discovery for each selected service
Benchmarking and gap analysis
Drafting current‑state, draft, and final reports
Developing recommendations and implementation plans
Updating templates and methodology
Annual program progress reporting
Total minimum reviews across the engagement: 10.
Workload reduces significantly after Year 1.
Immediate Pre‑Award Work (September)
If selected, you may assist with:
Structuring parts of the proposal
Formatting PPT/Word deliverables
Light research (benchmarking sources, legislative references)
Organising templates and frameworks
This pre‑award work will be small and clearly scoped.
Key Responsibilities (If Awarded)
Analyse Client service information (Delivery Program & Operational Plan)
Create structured service profiles
Map service workflows
Conduct benchmarking using public sector datasets
Perform gap analysis across workforce, process, data, tech, financials, etc.
Draft sections of:
Current‑state reports
Gap analysis reports
Benchmarking summaries
Legislative compliance registers
Support development of:
Service Review Framework
Templates and tools
Prioritisation model
Draft pilot and annual service review reports
Prepare implementation plans and KPI dashboards
All deliverables must be in clean, neutral PowerPoint and Word formats (no branding).
Required Skills
Strong analytical and documentation skills
Experience in consulting, public sector analysis, or structured research
Ability to interpret government documents
Ability to create clear, professional reports
Familiarity with benchmarking, KPIs, service levels (preferred)
Ability to work independently with structured guidance
