Convert local HTML/JS/Flash app to Android APK using WebViewAssetLoader ($15 - $20)

Hi,

I have a local web project (HTML, JS, and Flash .swf files running with Ruffle) that needs to be packaged into a standalone, 100% offline Android APK.

CURRENT ISSUE:
When using a standard Android WebView with the `file://` protocol, Ruffle throws a CORS/security error screen when opening topics and fails to play the Flash content.

WHAT I NEED:
1. Configure an Android Studio WebView project using `WebViewAssetLoader` (from `androidx.webkit:webkit`) so local assets are loaded via a virtual domain (e.g. `https://appassets.androidplatform.net/` or `https://localhost`).
2. Alternatively, you can use Capacitor or Cordova if it serves local assets via `localhost`.
3. The app must run 100% offline, automatically launching and playing the content smoothly upon opening, without showing any Ruffle error screens.

DELIVERABLES:
- A working test APK (shared via Google Drive or WeTransfer link).
- Full source code / Android Studio project.
