Google Ads Suspension Recovery – Circumventing Systems: Cloaking

My Google Ads account is currently suspended for Circumventing Systems: Cloaking.
I have already submitted multiple appeals, but they keep getting rejected without Google identifying the exact URL, behavior, domain, or account association that is triggering the suspension.

I have already completed an extensive technical investigation and cleanup, including:
- Verified that all affected landing pages return HTTP 200 directly
- Confirmed real Google AdsBot crawls in server access logs from verified Google infrastructure
- Compared the HTML served to Google AdsBot vs a normal Chrome browser
- After normalizing session/CSRF values, the HTML comparison showed zero differences on all affected landing pages
- Removed previous language/session-based routing behavior
- Removed third-party widgets and unnecessary scripts from the advertising landing pages
- Corrected old SEO/canonical/Open Graph references from a previous development copy of the site
- Corrected pricing and metadata inconsistencies
- Confirmed there is no geo-based, user-agent-based, browser-language-based, IP-based, or Googlebot-specific content switching
- Reviewed redirects, tracking templates, landing page URLs, robots.txt, Cloudflare rules, and other obvious cloaking triggers

Despite these changes, Google continues to reject the account suspension appeals for cloaking.
I am looking for an experienced Google Ads policy/suspension specialist who can go beyond submitting another generic appeal.

I need someone who can:
- Perform a full Google Ads account-level policy audit
- Review all current campaigns, ads, Final URLs, tracking, account settings, billing, advertiser verification, linked accounts, Manager/MCC associations, and domain history
- Identify any remaining historical, related-account, domain, billing, verification, or policy signal that may still be causing the Circumventing Systems suspension
- Review the website and landing pages independently for anything we may have missed
- Prepare a case-specific suspension appeal / escalation based on actual findings and technical evidence
- Advise what needs to be changed before submitting another appeal
- Help pursue a manual review/escalation where possible

Important access limitation:
Due to a current Google Ads account permission restriction, I am unable to invite additional users to the account, even though I am the account Admin.

Therefore, the work will need to be completed in one of these ways:
- You guide me step-by-step and I make the required changes/submissions from my side, or
- We work through AnyDesk, TeamViewer, or screen sharing while I remain logged into the account.

I will not share my Google password, 2FA codes, or full Google account credentials.
I am not looking for:
- Creation of a new Google Ads account
- Use of another payment profile
- Changing domains to bypass the suspension
- Any workaround that violates Google Ads policies
- Generic copy-paste appeal writing
