I need a developer who already understands FEMA’s IPAWS-OPEN workflow to insert our assigned AOSP ID as a static value inside the element of every CAP XML alert generated by our current Alert Origination Software. The environment is an existing FEMA IPAWS AOS / CAP XML integration running against the IPAWS Open Platform for Emergency Networks (IPAWS-OPEN).

Scope of work
• Modify the CAP generation routine so the field always carries the exact AOSP ID provided by FEMA (I will supply the ID after award).
• Execute a complete Demo test transmission through IPAWS-OPEN, capture the resulting senderMsgIdentifier, and return that identifier to me for record-keeping.
• Confirm that the modified system meets all FEMA validation prerequisites and is ready for formal review no later than 1 September 2026.

Acceptance criteria
1. Every outbound CAP file shows the correct static value.
2. A successful Demo transmission is evidenced by the senderMsgIdentifier you retrieve.
3. FEMA’s pre-validation checklist is met with no outstanding items.

The codebase is primarily XML/XSLT and Java, but I’m open to the language you use so long as the end result plugs cleanly into the current pipeline. Let me know your turnaround time and any similar IPAWS work you have completed.
