Facebook/Instagram Ad Campaign Setup

I am looking for an experienced freelancer to help me set up and launch a small Facebook/Instagram advertising campaign for my website, In Memoriam - KS.

The website is an Albanian-language memorial and tribute platform for Kosovo Albanians in Kosovo and abroad. Families can use the platform to create memorials and remember loved ones who have passed away.

What I need
I have a very small advertising budget, so I am looking for someone who can provide a simple, affordable campaign setup, rather than an expensive ongoing marketing service.

I need you to:

Review my website and understand the purpose of the platform.
Recommend the most appropriate Meta/Facebook advertising objective.
Help define the appropriate target audience, initially focusing on Kosovo Albanians in Kosovo and potentially the Albanian diaspora.
Create and set up one initial Facebook/Instagram campaign in Meta Ads Manager.
Create or help prepare 1–2 simple advert variations, including the advert text.
Recommend suitable images/creative for the campaign.
Set up the campaign correctly and explain the settings to me.
Recommend a very small initial advertising budget.
Launch the campaign and provide basic advice on what to monitor.
If possible, make minor adjustments after the first few days based on the results.
I already have the website and branding. I do not need a large social media marketing package or ongoing monthly management at this stage.

Important
My budget for your freelance work is approximately £30–£50, although I am willing to consider a slightly higher quote if you can demonstrate relevant experience and explain exactly what is included.

The Facebook advertising spend will be separate from your fee.

I would prefer to work with an individual freelancer rather than an agency.
