Exact PDF To Word Conversion

I need the contents of a PDF converted into a Word file so that every paragraph, heading, column, and table lines up exactly as it does in the original. Only the text and the tables are required—please leave out any images that might appear in the file. The finished .docx should mirror the PDF’s layout down to fonts, spacing, and table dimensions so I can open it and feel as though I am reading the same document, just in an editable format.

Accuracy is critical; I will proof the result against the source page by page. Please let me know how quickly you can turn this around and whether you plan to rely on automated tools, manual re-keying, or a mix of both.
