I need a concise yet thorough comparative assessment of the European Union Benchmark Regulation (BMR) that zeroes in on the regulatory framework itself. The study must cut across financial, commodity, and interest-rate benchmarks, unpacking how the key policies and standards are drafted, how they have been implemented in practice, and what specific roles the various supervisory bodies (ESMA, national competent authorities, colleges, and administrators) actually play.
The final paper should identify convergence and divergence within the framework, highlight any practical frictions during implementation, and map the oversight architecture for each benchmark category.
