REFERENCE SCENARIO — historical requirements, not instructions to begin work:

We are a small startup building a bootstrap social media platform.

We have hit a brick wall with our internal communication system.

We already have the UI, we just need to make it work so users can live chat with each other and have their own mailbox.

PHP and MYSQL expert a must. Very limited budget as this is a proof of concept. Security also definitely a must.
