I am looking for an experienced Flutter developer or small development team to launch a ride-hailing app in Libya, similar to DiDi Egypt / DiDi Flex, especially the flexible fare / fare negotiation model.

IMPORTANT:
I do NOT want to build the application from scratch.

I want the developer to FIRST search for an existing commercial Flutter source code that is as close as possible to my requirements, compare several options, show me demos, and recommend the best source code before customization.

The goal is to keep the total cost low by using an existing source code.

CORE REQUIREMENTS:

1. RIDER APP
- Phone/OTP registration
- Arabic RTL
- Libyan Dinar (LYD)
- Pickup and destination using Google Maps
- Estimated distance and time
- Ride request
- Real-time driver tracking
- Trip history
- Ratings
- Cash payment
- Rider Wallet payment
- Push notifications

2. FLEXIBLE FARE / DIDI FLEX STYLE

This is the MOST IMPORTANT feature.

Example:

System suggested fare: 15 LYD

Passenger can modify/increase the offered fare:
15 LYD → 17 LYD → 20 LYD

The ride request is sent to nearby available drivers.

Driver sees:
- Pickup
- Destination
- Distance
- Offered fare

Driver can Accept or Reject.

If nobody accepts, the passenger can increase the fare and resend the request.

The final fare is locked after a driver accepts.

If supported by the source code, drivers should also be able to make a counter-offer.

I need to see a DEMO of this exact workflow before purchasing the source code.

5. WALLET & PAYMENT SYSTEM

Initially I do NOT need online payment gateways.

The initial system should support:

A) CASH

Passenger → Driver

The passenger pays the driver directly in cash.

The system records the trip and calculates the platform commission.

Example:
Trip = 20 LYD
Commission = 15%
Driver receives 20 LYD cash
Driver commission due = 3 LYD

B) RIDER WALLET

The Admin can initially manually top up the Rider Wallet.

Passenger chooses "Pay from Rider Wallet".

Example:
Trip fare = 20 LYD

Rider Wallet: -20 LYD
Driver Wallet: +20 LYD
Platform Commission: -3 LYD
Driver Net Earnings: +17 LYD

The Admin must be able to:
- Add/deduct rider wallet balance
- Add/deduct driver balance
- View balances
- View top-ups
- View transfers
- View all transactions
- Manage wallet adjustments

Online payment gateways and Libyan payment services will be integrated later.

The wallet/payment architecture must therefore be modular and ready for future payment integration.

6. PLATFORM COMMISSION

Admin can configure the commission percentage, for example:
10%, 15%, 20%.

For Rider Wallet trips:
Rider Wallet → Driver Wallet → Platform Commission deducted automatically.

For Cash trips:
Passenger pays Driver in cash and the system records the commission owed by the driver.

7. TECHNOLOGY

Preferred:
- Flutter
- Firebase or Supabase
- Laravel / Node.js backend
- Google Maps
- Firebase Cloud Messaging
- REST API

I am open to using the technology already included with the selected source code if it is reliable and well documented.

8. SOURCE CODE RESEARCH

Before development, please search CodeCanyon, GitHub and other legitimate marketplaces.

Find at least 3 suitable existing source codes.

For each option, provide:

- Commercial usage rights/license

No locked/encrypted critical source code.

10. INITIAL LAUNCH

Country: Libya
Currency: LYD
Language: Arabic RTL
Initial payment: Cash + Rider Wallet
Initial launch: One city/limited area
The architecture should allow additional cities later.

11. BUDGET

My initial total budget is approximately $400.

I strongly prefer:

Existing Source Code + Customization

rather than developing from scratch.

Ideal target:
Source code: $50–100
Customization: $150–250
Testing/setup: $50–100

I am open to discussing the budget if you have a significantly better solution.

12. MILESTONES

Milestone 1:
Research and compare 3–5 source codes and provide demos.

Milestone 2:
Install and configure selected source code.

Milestone 3:
Customize it for Libya, Arabic RTL, LYD, fare negotiation, wallet and commission.

Milestone 4:
Testing of Rider, Driver, Admin, GPS, fare negotiation, wallets and payments.

Milestone 5:
Complete source code and documentation delivery.
