Custom Digital Menu Platform

I need a lightweight, secure web application built from scratch with HTML, CSS and vanilla JavaScript. Restaurant owners will sign up and log in exclusively with their mobile number (OTP-based verification is fine). Once inside, they should be able to:

• Create, edit and reorder unlimited menu items, upload images and set prices in an easy, responsive dashboard.
• Instantly generate a unique QR code that points customers to their public digital menu page.
• View and export customer feedback. Each public menu must display a “Rate Us” button where diners can leave a 1–5-star rating along with their phone number or email address; those reviews need to appear in the restaurant’s private dashboard.

The customer-facing pages have to be fast, mobile-first and shareable, while the admin side stays simple enough for non-technical owners. No WordPress, plugins or site builders—just clean, documented code that I can host anywhere.

Please outline your proposed tech stack (frameworks, if any, that still compile to plain JS/CSS/HTML), estimated build time and any past work on similar QR or menu systems. I’ll provide brand colors and logos once we start; you’ll hand off all source files and a short setup guide.
