Convert Scanned Docs to Excel

I have a collection of scanned documents that blend printed text, structured tables, embedded images, and a fair amount of handwritten notes. I need each document converted into an editable Excel workbook while keeping the original logic intact—tables should remain tables, narrative text should sit in clearly labeled columns, and any images referenced should be flagged in a separate notes field.
Please create one standalone .xlsx file per source document. You may use any reliable OCR and data-entry workflow—ABBYY, Adobe, Tesseract, or a mixed manual approach—so long as the final spreadsheets are at least 99 % accurate, numerals and currency fields match perfectly, and columns align cleanly. Handwritten portions will likely need a human pass; plan for that in your process.
Deliverables
• Individual Excel file (.xlsx) for every scanned document
• Brief annotation log noting illegible characters or handwriting you could not verify
• Spot-check summary confirming totals or key figures match the originals
Send me a quick outline of your method and an estimated turnaround when you bid. Sample pages are available on request.
