I'm seeking an experienced proposal writer to develop a complete proposal for a Prototype Other Transaction Authority (OTA) contract. The proposal will require in-depth understanding and articulation of:
- Technical Volume
- Management Volume
- Cost Volume

Position Title: Defense Proposal Writer & Submissions Specialist (Contract / Consultant)
Domain Focus: Advanced Defense Software / Rapid Prototyping
Contract Vehicle Focus: Other Transaction Authority (OTA) — 10 U.S.C. § 4022
Security / Citizenship: U.S. Citizenship Required (NOFORN / ITAR)
1. LEGAL & ELIGIBILITY MANDATES (NON-NEGOTIABLE)
U.S. Citizenship Required (NOFORN): Must be a verified U.S. Citizen (or lawful permanent resident) pursuant to ITAR (22 CFR § 120.62) and EAR guidelines. Foreign nationals are strictly prohibited from access to project technical data.
Non-Disclosure Agreement (NDA): Execution of a standard bilateral Non-Disclosure Agreement protecting proprietary software architecture and trade secrets is required prior to receiving detailed technical briefs.
Organizational Conflict of Interest (OCI): Must execute an OCI representation confirming no disqualifying conflicts under FAR Subpart 9.5 regarding target DoD research and acquisition entities.
2. REQUIRED EXPERIENCE & TECHNICAL CAPABILITIES
OTA Proposal Execution (10 U.S.C. § 4022): Demonstrated track record drafting winning prototype OTA responses, white papers, and full project proposals for DoD agencies or defense consortia.
Heilmeier Catechism Proficiency: Experience structuring concise, high-impact technical abstracts and executive briefs using the standard 8-part Heilmeier Catechism framework.
DFARS Intellectual Property & Data Rights: Proven expertise structuring DFARS 252.227-7017 assertions to strictly protect privately developed baseline software (Restricted/Limited Rights) while granting appropriate Government Purpose Rights (GPR) for system outputs.
Defense Domain Literacy: Strong familiarity with DoD Command & Control (C2), Joint Logistics, edge computing, and automated software container deployment (e.g., Platform One / GovCloud environments).
3. KEY RESPONSIBILITIES & DELIVERABLES
Proposal Drafting: Translate technical capabilities into compliant, compelling narratives across Technical, Management, and Cost Realism volumes.
Compliance Matrix: Build and maintain a compliance matrix mapped directly to solicitation guidelines and evaluation criteria.
Data Rights & SOW: Draft DFARS-compliant IP assertion tables and structured Statements of Work (SOW) with milestone-based deliverables
