Clarify Large-Scale Project Scope

I have a huge initiative on my hands—hence the placeholder title “1000000000”—but the specifics are still wide open. Before I commission full development or production work, I need an experienced consultant who can help me pin down the true requirements, risks, and roadmap.

Here is what I’m after:

• A concise discovery report that captures goals, success metrics, primary stakeholders, and any technical or creative constraints
• A phased action plan broken into realistic milestones with high-level time and resource estimates
• Clear recommendations on whether we should improve an existing system, create something entirely new, or begin with research and analysis (I’m undecided and open to expert guidance)

Acceptance criteria
• The report must be delivered as a shareable PDF or Google Doc, written in plain language, no longer than 10 pages.
• Milestones should include at least rough cost brackets and dependencies.
• All recommendations must be backed by rationale, not just opinion.
