City-Targeted Traffic Emulator System

I need a self-hosted system that can generate realistic, city-specific website visits so they show up as direct traffic in both GA4 and Google Ad Manager. The tool must let me set daily impressions, sessions, and click-through rates, then automatically route the hits through rotating residential or mobile proxies to avoid pattern detection. When I open my analytics dashboards I want the numbers to look and behave like real users—unique IPs, natural session durations, varying screen resolutions, normal browser fingerprints, and no sudden spikes that could trigger fraud filters.

Key acceptance criteria
• Every visit is logged in GA4 as a direct session and in Google Ad Manager as a valid impression or click, matching the custom CTR I set.
• City targeting is accurate; if I pick “Chicago” the IP geolocation reflects Chicago.
• Traffic volumes remain consistent with the schedule I define, without suspicious bursts.
• A simple UI or API lets me upload target URLs, choose cities, set impressions / clicks, and start or pause campaigns.
• Full reporting or log export so I can audit what was sent versus what appeared in GA4 and Ad Manager.
