My goal is to receive a comprehensive dual-diligence report that lets me make a confident investment decision in Brazilian hydropower assets within the next month. The analysis must drill into two core themes—technical performance and financial viability—so I have a clear picture of both how reliably each plant can generate power and how solid the projected returns truly are.


SCOPE OF WORK

Brazil Hydropower Project – Independent Technical Advisory Support

1. Purpose of Engagement

We are seeking an experienced hydropower technical specialist to provide independent technical advisory support for the assessment of an operating hydropower asset in Brazil.

The engagement will focus on reviewing the asset’s historical operating performance, hydrological and generation conditions, CAPEX/OPEX and O&M capability, and a proposed capacity expansion.

The consultant will work directly with the project team on a confidential, project-based basis.

2. Scope of Work

The consultant will provide technical support in the following areas:

A. Hydrology & Generation Performance

Review available historical hydrological and generation information, including:

* Rainfall, river runoff and relevant hydrological conditions;
* Wet-season and dry-season generation characteristics;
* Historical electricity generation and load profile;
* Plant availability, utilization hours and reliability;
* Turbine and generator efficiency/performance;
* Historical outages, generation losses and curtailment; and
* Forward-looking generation assumptions.

Where sufficient information is available, support the assessment of P50/P75/P90 generation scenarios.

B. Operational & Technical Data Review

Review relevant plant operating information and identify material inconsistencies, abnormal trends or technical risks.

The review may cover:

* Generation and metering records;
* Availability and outage data;
* Generation losses and curtailment;
* GSF-related technical assumptions;
* Turbine/generator operating performance; and
* Technical assumptions affecting sellable electricity.

Quantitative outputs should preferably be structured in monthly or annual format suitable for incorporation into the project team’s financial analysis.

C. CAPEX, OPEX & O&M Assessment

Provide a high-level engineering assessment of:

* Historical and projected CAPEX;
* Historical and projected OPEX;
* Major maintenance requirements;
* Equipment condition and replacement requirements;
* Spare-parts availability and strategy; and
* Overall plant O&M capability.

Identify potential technical issues that could materially affect future expenditure, plant availability or generation.

D. Capacity Expansion Assessment

Review the proposed expansion of the hydropower facility from a technical perspective, including:

* Proposed technical solution;
* Major equipment;
* Engineering and construction approach;
* Grid connection;
* Environmental/permitting considerations from a technical perspective;
* Construction schedule;
* CAPEX/OPEX implications; and
* Expected impact on plant capacity and generation.

Highlight material risks associated with schedule delay, cost overruns, construction interfaces or performance shortfalls.

E. Technical Support for Commercial Assessment

Provide technical input, where required, regarding:

* Generation assumptions supporting contractual electricity volumes;
* Technical ability to meet generation obligations;
* Plant availability and operational constraints;
* Technical assumptions affecting ACL electricity availability; and
* Potential commercial PPA arrangements from a generation/technical perspective.

Legal, tax, accounting and formal regulatory opinions are excluded from this engagement.

3. Deliverables

The primary deliverables are expected to include:

1. Initial document/data review and information-gap comments;
2. Technical review notes on hydrology, generation and plant performance;
3. CAPEX/OPEX and O&M assessment;
4. Capacity expansion technical assessment;
5. Key technical risk register;
6. Recommended follow-up questions/issues for further clarification;
7. Supporting calculations and assumptions in editable Excel format, where applicable; and
8. Final concise technical advisory memorandum summarizing key findings and recommendations.

The engagement is intended to support the project team’s assessment rather than produce a full independent engineer’s report.

4. Indicative Schedule

The assignment is expected to be completed within approximately 3–4 weeks from commencement, subject to availability and completeness of project information.

Indicative milestones:

Week 1: Document review, data-gap identification and initial technical assessment.

Week 2: Hydrology/generation analysis and CAPEX/OPEX/O&M review.

Week 3: Capacity expansion assessment, risk identification and preparation of draft findings.

Week 4: Review meeting, comments resolution and final technical memorandum.

Priority findings should be communicated to the project team as soon as they are identified rather than waiting for the final report.
