I need a web app to enhance Canadian educational literacy for grades 1 to 6. The app should support both English and French and be compatible across desktop, tablet, and mobile platforms.currently at speaktionary.ca

Speaktionary is a bilingual English/French vocabulary-learning platform for children in Junior Kindergarten through Grade 6, built around a multisensory “Hear-Say-See” methodology, voice-based exercises, and speech recognition aligned to Canadian primary curricula. The current product was built on the Base44 no-code/low-code platform. Speaktionary is now issuing this Request for Proposal (RFP) to retain a Canadian-based technology and marketing agency to (a) complete a small set of refinements needed to take the existing build to a public soft launch, and (b) design and build a fully compliant, institution-ready platform for school board, associate, and government procurement.
Because the product is used by young children and is intended for eventual school board and government approval, compliance, data residency, and child-data handling are not optional extras — they are mandatory conditions of award, described in Section 3.
2. Scope of Work — Phased Structure
Speaktionary requires proposals to be structured and priced by phase, as fixed-fee line items, so that each phase can be authorized independently. Do not submit a single lump-sum figure.
Phase 1A — Refinement & Soft-Launch Readiness (small scope)
Objective: refine and finalize the existing Base44-built application and site so that it is stable, compliant, and ready for public soft launch. This is intentionally a light-touch engagement, not a rebuild.
Review and refine the existing Base44 application and speaktionary.ca site (UI/UX polish, bug fixes, QA).
Finalize the student exercise interface, voice-recognition handler, vocabulary progression, and parent/tutor dashboards.
Implement subscription billing (7-day free trial / freemium onboarding into paid conversion).
Configure Progressive Web App (PWA) support — manifest and service workers — for “Add to Home Screen” installs on tablet and mobile.
Migrate/confirm hosting and the speech/voice API on Canadian infrastructure only (see Section 3).
