My name is Matthew, and I am contacting you on behalf of The Safety Consultant Firm LLC, a Louisiana company. I would like assistance identifying and screening a qualified independent technical consultant for a focused software, cloud-infrastructure, and governance review.
This is not a general software-development project. We need an experienced professional who can independently review completed technical work, evaluate the supporting evidence, identify deficiencies, and provide written decisions. The consultant will initially receive read-only access or a sanitized evidence package. The consultant will not be authorized to perform production deployment, execute another database migration, modify Azure resources, merge code, or change our repository unless separately authorized in writing.
Project background
We are developing the Safety Consulting Operating System, referred to as SCOS. The current review covers five connected-platform checkpoints involving:
* GitHub repository structure and controls
* Microsoft Azure architecture and authentication
* Azure Container Apps jobs
* Azure managed identities and Key Vault
* Private network and resource boundaries
* Terraform configuration and deployment evidence
* PostgreSQL 16 connectivity
* Transactional database migrations and rollback
* Immutable container-image digests
* Manual authorization and blocked-by-default controls
* Independent post-migration validation
* Technical evidence, governance records, and written checkpoint decisions
The consultant must determine whether each checkpoint should receive one of the following results:
* APPROVED
* REJECTED
* REMEDIATION REQUIRED
Payment will be for a competent, independent review—not for approving our work or providing a favorable conclusion.
Required qualifications
Please help us locate candidates with strong, recent, hands-on experience in several of the following areas:
* Microsoft Azure architecture and governance
* Azure Container Apps environments and jobs
* Azure managed identities and Key Vault
* Private Azure networking and resource boundaries
* Terraform configuration, plans, state, and deployment safety
* GitHub repositories, access controls, and protected branches
* PostgreSQL connectivity, transactional migrations, rollback, and validation
* Container registries and immutable image digests
* Cloud security and least-privilege access
* Technical evidence review and professional report writing
* Independent architecture, security, or governance reviews
Preferred credentials may include Microsoft Certified Azure Solutions Architect Expert, Azure Administrator Associate, DevOps Engineer Expert, cybersecurity qualifications, Terraform experience, or comparable professional credentials. Certifications alone will not be considered sufficient. Candidates must be able to demonstrate relevant practical experience.
Candidate evidence requested
Each serious candidate should provide:
1. A current resume or complete professional profile.
2. A description of recent hands-on Azure architecture or Container Apps work.
3. Two examples of comparable Azure, Terraform, cloud-security, or infrastructure reviews.
4. At least one example involving PostgreSQL migration, rollback, or transactional controls.
5. Relevant certifications with information that allows verification.
6. Two professional references.
7. A short written explanation of how the candidate would evaluate:
* Azure managed identity and Key Vault controls;
* private network and resource boundaries;
* Terraform plan versus apply evidence;
* transactional PostgreSQL migrations and rollback evidence;
* immutable container-image selection;
* manual authorization and blocked-by-default execution controls.
8. Confirmation that the candidate can produce detailed written findings supported by exact evidence.
9. A completed conflict-of-interest disclosure.
10. Confirmation that outside consulting work does not violate any employer, client, confidentiality, invention-assignment, or moonlighting obligation.
Independence and conflict-of-interest requirements
The consultant must disclose:
* Any prior involvement in creating or approving the SCOS work being reviewed.
* Any relationship with TSCF personnel, involved vendors, or potential competitors.
* Any financial, employment, referral, family, personal, or professional interest that could affect independence.
* Whether employer time, equipment, software, accounts, intellectual property, or confidential information would be used.
* Whether any subcontractor, assistant, or artificial-intelligence service would be involved.

Before receiving nonpublic information, the selected consultant must sign our independent-contractor, confidentiality, conflict-of-interest, information-security, and intellectual-property agreement.
The agreement includes:
* Protection of SCOS source code, architecture, requirements, business information, evidence, and security information.
* Assignment of project-specific work product to The Safety Consultant Firm LLC.
* Identification and protection of the consultant’s legitimate pre-existing intellectual property.
* Restrictions on uploading confidential information to public or training-enabled artificial-intelligence services.
* No portfolio, case-study, publicity, or social-media use without written permission.
* No sharing of credentials, source code, screenshots, or project information.
* Return and secure deletion of confidential information at completion.
Review framework
We also want the consultant to evaluate SCOS using three connected perspectives:
* Internal: The ideas, requirements, information, workflows, governance, and decisions supplied by TSCF and its internal team.
* Middle: The technology and delivery methods, including cloud systems, integrations, desktop computers, phones, tablets, and applications.
* External: What customers see, how they interact with the system, whether they understand it, and how effectively the system supports their needs.
The consultant should also identify opportunities for long-term consolidation of programs, applications, tools, and duplicated functions. This portion is advisory only. The consultant will not be authorized to consolidate, replace, migrate, or discontinue any system during this engagement.
Proposed budget and milestones
The total project budget is not to exceed $2,250 without a written amendment. I do not want to fund or release the entire amount at once.
I propose the following milestones:
1. CC01 paid pilot review — $350
Funded after qualification verification and contract execution. Released only after the CC01 written review satisfies the acceptance criteria.
2. CC02 and CC03 reviews — $700
Funded only after successful acceptance of the pilot.
3. CC04 and CC05 reviews — $800
Funded only after acceptance of the preceding reviews.
4. Final attestation and consolidated findings — $400
Released after all required checkpoint decisions, evidence references, risk priorities, limitations, and final documentation are accepted.
If the $350 pilot does not meet the written acceptance requirements after the agreed remediation opportunity, we must be able to stop the engagement without funding the remaining $1,900.
