3D Print Ready Placard Design

I need a 3D model created from an image for a placard. The model should be in 3MF format and have moderate detail.

Requirements:
- Convert provided image into 3D model
- Model dimensions: Medium size (20cm x 10cm)
- Output file in 3MF format
- Moderate level of detail is required
